Streamlined Energy & Carbon Reporting

Why Streamlined Energy and Carbon Reporting (SECR)?

The UK Government has announced its plans for a new mandatory reporting framework to replace the

CRC Energy Efficiency Scheme (CRC EES).

Who needs to comply with SECR?

The reporting changes apply (for companies within scope) to all financial years which begin on or after 1 April 2019.

When is SECR reporting required?

SECR reporting is not required until 1 April 2020. If the annual period used for SECR reporting is not the same as the financial year covered by the relevant report, this must be made clear in the report.

Are there any exemptions?

  • Companies incorporated outside of the UK

  • Low energy users: total 40MWh or less for parent company & relevant subsidiaries

  • Some information can be excluded if:

  • Seriously prejudicial to companies’ interests

  • OR

  • Not practical to obtain data (an explanation is required and what steps have been taken)

What do I need to report?

  • Global greenhouse gas emissions tCO2e (Scope I & Scope 2)

  • Scope 3 are voluntary

  • Underlying energy consumption in kWh (Used for GHG calculations)

  • Previous years energy, GHG emissions and intensity ratio

  • Proportion (%) of energy kWh used and emissions for the UK and UK water

  • (offshore)

  • (For quoted companies)

  • At least one intensity ratio

  • Methodology used for calculation

  • Energy efficiency actions taken in the financial year reported (Principal measures)

I am not eligible, should I report?

Energy and Clean Growth Minister Claire Perry said: “If you don’t measure it, you can’t manage it, if you want to start the journey to Net – Zero Carbon, start the journey with SECR!
